Bob Milton writes to Anne Woods, Countryside Access Officer - North West SurreyThe issue is that the plans or maps are not logged at PINS with the application which means no one unless they happen to go to the Moat Car park can see what is being enclosed.

This is not specific to NE but applies across the country.

Why will the Planning Inspectorate not publish the plans with the exemption notices?

The lack of plans leaves open the claim of abuse as happened on Ditchling Common for three years running where they forced the riders off the common onto the road. It is also not possible to measure the enclosures on the ground to check that the 10%/10Ha rule is being lawfully applied.

As for Thursley, NE / SWT had to move the electric fencing two years ago as they had fenced across a track used by equestrians just as SWT did last year on Royal Common and on Thursley and this year on Chorley common [all s193] by the Parish under HLS.

For your information exempt notices are not granted they are just that notices. It is then up to the public to take action in the courts which will not happen as you well know.
