I apologise for not replying sooner. We have been extremely busy with a number of matters recently.
I have considered your e-mail and, unfortunately, do not think there is a role for the county council as commons registration authority in the matter.
Ownership is no longer central to or part of the commons register. If you consider that title may have been fraudulently obtained or registered at the Land Registry, then you may want to consider contacting the Chief Land Registrar.
As to frauds generally, you may also want to contact the police.
