Is this proof that HCC were out of order to upgrade Cradle Lane to a BOAT in 1987 on the mere observation of wheel marks?

Says Maureen ComberRummaging through the HRO last week I came across the attached report of the Alton and Rural District Council Highways Committee Minutes of 12th March 1926. What caught my eye was the note in the margin which said "Bridleways at Frith End".

I have attached a photo of the original which I took FYI. (see above)

Cradle Lane is item 2. It is minuted as a "bridleway" and a "grass path" barring the first 60 yards which has gravel put down some time since".

Note also that the Surveyor's report is given in full to preserve a record!!

Surely this means that HCC were out of order to upgrade it to a BOAT in 1987 on the mere observation of wheel marks?

You can see from the size of him why I think we’ll have trouble with self-closing gates.

The Governement should sycamore rider-friendly policy !
