Hampshire County Council seem to have realised that they are seriously out of order with regard to the consultation process and legal actions have been lost on this account alone.

I am waiting for a reply to the email below as it seems to me that HCC still seem to think that they can call the shots rather than respond to the requests of local taxpayers !!

There is a political sub culture in the UK which undermines the best intentions of our elected political elite.QUANGO's are symptomatic of that.A fraternity of mutually supportive and self serving individuals that,by peer review,recognise 'expertise' and 'science' that is designed to be partial.

In that way public inquiries,agendas and impositions are partial and driven through with no fear of accountability or any relationship with best practise or duty of care.Democracy is ALWAYS a fragile expression of will but no more so than when apathy reigns or those purported to represent the gift of democracy start overlooking our legal heritage and thus further empower the sub culture that threatens so much.

Our own experience of the barriers placed in the way of creating QUANGO accountability confirm the above.The opposite should be true in that accountability should have been the cornerstone of QUANGO creation.Who created them and why were they created if accountability is missing????????????

One example serves. A gentleman working for the commercial pro incineration lobby for many years and committed to the imposition of an incinerator in Cornwall developed a viable but much opposed plan and allies within the public sector.He moved on to work for DEFRA and has aided the progression of incinerators since.Does that represent best practise or impartiality?I am sure DEFRA could justify this man's employment but just how do they insure there is no conflict of interest when so much incinerator 'science' is partial and misleading?Further to that the failure of the Health Protection Agency to investigate the high infant mortality rates under the shadow of incinerators over 20 years belies every claim to expertise at inquiries but HMPI continue to accept 'expert' testimony from the HPA when,in fact,it is anecdote AND the failure to conclude two investigations into infant mortality is never considered evidential.

HPA/NE/DEFRA/EH/LA's/HMPI all have a misplaced belief one in the other and have a club like commonality that is fraternal and,I believe,questionable.
