On the 10th Nov 2011 at 12.40 , I was riding on the South side of Padworth Common along the bridleway with the intention of crossing over to the north side.

I could already see that a vehicle had crossed over through the bridleway on to the north side by the vehicle tracks , I could see the wardens vehicle driving around and I was not aware where it was heading and I wanted to avoid it .

I have a relatively inexperienced horse who would not be expecting a vehicle in the place I usually let him relax on the common. However, our peace was soon disturbed by Padworth Commons Wardens vehicle. She left her companion and work behind ( she was burning logs) to chase after myself and my horse. She started accusing me of riding along part of the footpath.I made it clear that I did not wish to engage in conversation with her because I could tell by her tone that she was not exactly going to welcome me to Padworth Common cheerfully encouraging me back again........

So I encouraged my horse home and unfortunately she just pursued me, and the issue; what was worse was that she was so busy doing this that she totally lost sight of the need to control her dogs, which because she was chasing me they did too.

I felt assaulted and berated, I asked her to control her dogs. I was sad and unhappy after what should have been a pleasant hack. I do feel very strongly that the wardens conduct was inappropriate and does not relate with West Berks Councils aspirations to meet users needs.

I do not feel that it is the job of the warden to chase riders across the common telling them where they cannot ride.

WEST BERKS COUNCIL DOES NOT HAVE ANY LOCUS STAN-DI ON THIS COMMON LAND, HOWEVER, UNDER SECTION 9, OF THE 1965 COMMONS ACT, YOU DO HAVE POWERS TO PROSECUTE FOR ANY UNLAWFUL TRESPASS, WORKS AND ANY OTHER FARMING ACTIVITIES THAT THE COMMON IS NOR REGISTERED FOR, BUT, NO JUSTIFICATION.

YOU ARE NOT ALLOWED TO GRANT ANY LEASE OF COMMONERS RIGHTS[IF ANY], AND YOU CERTAINLY MAY NOT LEASE ANY PART OF THE COMMON LAND, YOU DO NOT OWN IT, OR HAVE ANY "MANAGERIAL ROLL". I HAVE OBJECTED TO YOUR APPLICATION ON THOSE AND OTHER GROUNDS, AND WILL ADD ANY OTHER COMMONS IN YOUR AREA THAT YOU WISH TO "STEAL".

I HAVE HAD CONFIRMED BY PINS, THAT THE APPLICATION MADE BY THE COUNCIL FOR
ENCLOSURE IS UNDER THE GUISE OF "OWNERS", THIS IS FALSE REPRESENTATION,
THERE IS ALSO FAILURE TO DISCLOSE AND ABUSE OF OFFICE, THESE PRACTICES ARE
WELL CATERED FOR UNDER THE 2006 FRAUD ACT.


ALSO THE CROW ACT PROHIBITS SUCH HARASSMENT OF PERSON WITH THE RIGHTS OF
ACCESS TO COMMON LAND.


OBJECTORS TO THE PLANNING INSPECTORATE MAY QUOTE THE 2006 FRAUD ACT, AND
ALSO THE REPEAL OF THE ACT OF ENCLOSURE OF 1285 AND 1776.

It is a fraud to use any such monies against the clear contractual commitment that "monies cannot be used for unlawful purposes".

"I HAVE NOW JUST SPOKEN TO WEST BERKS COUNCIL AND PUT IN A COMPLAINT WITH REGARDS TO THE RANGERS ATTITUDE TO A MEMBER OF THE PUBLIC.

MY CLAIMS ARE THAT THE ACTIONS OF THIS PERSON AMOUNTS TO ASSAULT.

THE COMPLAINTS OFFICER HAS REQUESTED A COPY OF ADELIZA'S LETTER SO I HAVE DIRECTED HIM TO YOU, I AM NOT PREPARED TO GIVE ADELIZA'S CONTACT DETAILS SO THAT A COPY MAY BE OBTAINED DIRECT.

ADELIZA NEEDS TO BRING THIS TO THE ATTENTION OF THE POLICE!"
